Dr. Malcolm Sparrow, PhD - Partner
Professor Sparrow has worked closely with Federal Officials on issues of Medicaid Fraud and Abuse Control for many years, and is author of the following relevant documents.

In particular item 6 on this list resulted from a collaboration between HCFA and Sparrow to design and deliver regional workshops (funded and provided from the federal level) to identify strengths and weaknesses in Medicaid state agency operations, and to offer assistance and expertise from a broader view and higher level. This exercise was, in an important sense, a precursor to the current program in thinking about the nature of a distinctive federal contribution to Medicaid fraud and abuse control.
